Beyond the Co-Packer: Maintaining Supply Chain Integrity for Top 9 ‘Free From’ Claims”

For CPG brands making “free from” claims, allergen safety cannot begin and end with the finished product. Every ingredient, supplier, production line and manufacturing process that touches a product can affect the integrity of that claim.

This is especially important when products are manufactured by a co-packer or in a shared facility. Even when a brand’s own formulation excludes an allergen, risks can exist elsewhere in the supply chain. Protecting consumers requires looking beyond the recipe and evaluating the systems that help bring that product to market.

For brands seeking to make credible claims related to the Top 9 allergens, third-party certification provides a way to demonstrate that those claims are backed by more than good intentions.

A “Free From” Claim Is Only as Strong as the Supply Chain Behind It

A finished product may be formulated without peanuts, milk or another major allergen, but that alone does not address every potential source of cross-contact. Raw ingredients may come from suppliers that also handle allergens. Ingredients can change. Manufacturing facilities may produce multiple products on shared equipment.

Receiving, storage, cleaning, production and shipping procedures can all introduce risk if appropriate allergen controls are not consistently followed. That is why supply chain integrity requires brands to look beyond their co-packer and understand what is happening throughout the production process.

The Certified Free From™ (CFF) audit reflects this broader approach. Its documentation review includes the manufacturer’s Allergen Control Plan, ingredient and supplier documentation, traceability and recalls, and product labeling. The facility walkthrough also evaluates areas including receiving and storage, allergen cleaning and sanitation procedures, manufacturing, testing and outbound shipping. For CPG brands, this level of review can help identify vulnerabilities that may not be apparent from a finished-product specification alone.

Verification Should Continue After the Audit

Supply chains and manufacturing environments are not static. A supplier may change an ingredient, a facility may introduce a new product to a shared line, or packaging and procedures may be updated.

For that reason, allergen safety cannot be treated as a one-time exercise. CFF combines the audit process with ongoing testing and verification. Depending on the product and certification requirements, verification can include monthly surface swabs or pre-production run tests, with compliant methods including lateral flow devices, ELISA or PCR testing and third-party verification through ISO 17025-accredited laboratories.

Maintaining certification also includes monthly allergen test results, quarterly reporting of changes to ingredients, packaging or procedures, and an annual recertification audit. That ongoing oversight matters because a “free from” claim needs to remain accurate long after a product’s initial launch.

Turning Allergen Safety Into a Competitive Advantage

Strong allergen controls are first and foremost about protecting consumers, but they can also create meaningful business value. Consumers navigating food allergies often face an overwhelming number of package claims, warnings and ingredient lists. According to the CFF Certification Guide, 33 million Americans live with life-threatening food allergies, while families spend an estimated three to five minutes reading every food label. The guide also notes that consumers increasingly want proof behind allergen-free claims rather than relying solely on language such as “made without.”

Certified Free From™ gives brands a recognizable way to provide that additional verification. The program is accredited to ISO 17065 through ANAB, providing an independent framework for evaluating allergen-free claims. Once certification requirements are met, approved products can display the Certified Free From™ Seal, and certification documents identify certified facilities and SKUs for retailer validation.

On a crowded grocery shelf or online marketplace, that distinction can help transform “free from” from a marketing statement into a verified point of differentiation. For brands, the business case can extend to market access, risk management, premium positioning and customer loyalty.

Build Trust From Ingredient to Shelf

When a consumer sees a Top 9 “free from” claim, they are trusting much more than the recipe. They are trusting the ingredient suppliers, manufacturing facility, sanitation program, testing procedures and systems operating behind the scenes. CPG brands have an opportunity to make that trust visible.

Certified Free From™ provides a structured path to evaluate allergen controls, verify claims through testing and demonstrate an ongoing commitment to transparency. Rather than treating certification as another requirement, brands can use it as a roadmap for strengthening safety, reducing risk and building confidence with both consumers and retail partners.
